Prague - Despite the city's regulation prohibiting the hanging of advertising banners on building facades in the Prague heritage reserve, advertisements can still be found on the buildings. The director of the municipal heritage protection office, Jan Kněžínek, mentioned, for example, an advertisement on a building near the Karlovy Lázně. Nevertheless, he claims that the regulation has been beneficial.
"I can say with 100% certainty that no new promotional banners have appeared," Kněžínek said today to ČTK. According to the heritage protectors' website, advertisements were and are no longer present, for instance, on the building of the State Opera, on one of the buildings at Loretánské Square, and on Wenceslas Square.
According to Kněžínek, advertising banners were previously found on dozens of buildings in the heritage reserve. He pointed out that the problem is also that they are very visible. An example he mentioned is the advertisement near Karlovy Lázně. "It is in the worst location in Prague. Since it is not a cultural monument, we do not have many options," said Kněžínek.
The city regulation banning advertising banners on building facades in the heritage reserve has been in effect since last September. Promotion can only cover scaffolding of buildings under repair. The municipal heritage office has acted on the same principle in the past, banning banners. If a building owner placed a banner on the facade, they could face a fine.
Kněžínek stated that the regulation has helped heritage protectors in that illegal banners are also being addressed by construction and trade offices. However, he complained that heritage protectors can impose allegedly low fines for illegal advertising. Individuals face penalties of up to 10,000 crowns, while companies can face fines up to 100,000 crowns. A new heritage law could help, as it proposes significantly higher fines, the director added.
