Kladno - Kladno has a new zoning plan, which is a document that will influence the development of the city. Its preparation took about six years. It will include four regulatory plans that define construction limits. The draft zoning plan was approved today by the city councilors in a special meeting, and it will come into effect in two weeks. Detailed development of the regulatory plans should be completed by the end of the year, said the Mayor of Kladno, Milan Volf (Choice for Kladno).
The regulatory plans will address conditions in the city center, in the industrial zone around the Vojtěšská foundry, in the area near the Kladno - city train stop, and in the Podprůhon district. For constructions, these plans regulate aspects such as height, width, parking, building orientation, or environmental impact. "Then we can discuss the conceptual development of the area," stated councilor Ondřej Rys (Choice for Kladno), who is responsible for the city's development. According to him, the regulatory plans can create conditions for investments or other beneficial changes.
The regulatory plan in the city center also considers connecting the pedestrian zone with the bus station and Freedom Square. At the beginning of February, the city should announce an architectural competition for the new appearance of the center.
The zoning plan prefers areas suitable for construction mainly in the city center, where the infrastructure is adapted for it. It also plans to increase green spaces, for example in the Bukovka area, but new greenery is also planned in other places in the city. The zoning plan is also preparing connections where, for example, a bike path will be created.
Opposition councilors from ODS did not vote for the proposed form of the zoning plan, criticizing, for example, the possibility of construction in some areas marked as mixed zones up to an area of 2000 m², which they claim is the size of a smaller supermarket. "We proposed a maximum of 1000 m², but our proposal was not accepted," stated councilor Dan Jiránek (ODS). According to Jiránek, this also concerns some villa districts.
According to Volf, there are shortcomings in the plan, which the city should gradually eliminate. The plan is expected to serve as a basis for about ten to 15 years, after which the city will have another one developed. This is the usual procedure. Minor changes can be made to the zoning plan during its validity, but the process takes about eight months.
The approval of the zoning plan took several years longer than anticipated, due not only to addressing comments but also to legislative changes such as the amendment to the Building Act and changes in the terminology of the Civil Code.
