Český Krumlov – Český Krumlov has canceled the regulatory plan for the former barracks area. If it were to remain in effect, construction could not begin until next year's new land use plan is in place. Some work could start this year, with the land use study being completed in August, said deputy mayor Josef Hermann (KDU-ČSL) to ČTK today. The cancellation of the plan was approved today by all 15 present councilors.


A new district for up to 3,000 people could be created in the former Vyšný barracks, with an estimated cost of four billion CZK. On an area of 24 hectares, there could be residential buildings, a senior housing facility with a capacity of 100 places, a kindergarten, restaurants, and other services. The city already has an architectural study from the firm Atelier 8000, which the council took note of last year. The same architects are preparing the land use study.

"We are canceling the regulatory plan in Vyšný. The main reason is to enable us to start with the barracks as soon as possible. In our analysis, we found that the regulatory plan does not meet our intentions and is so detailed that we cannot begin construction as soon as possible, meaning even before the validity of the new land use plan," said Hermann. He added that some buildings or repairs could potentially start by the end of the year.

According to earlier information, the first phase of work could begin within three years. The city will sell some plots of land while retaining part for the senior housing or kindergarten. The New Courtyard will also be preserved in the location of the original estate, which is considered to have historical and architectural value according to the architects.

Atelier 8000 will present the land use study to the councilors in August. If everything complies with the valid land use plan, the city can start discussions with investors about their intentions, added Hermann.

The Vyšný barracks were originally a Schwarzenberg estate. New barracks were built in the 1960s and 1970s for the border troops, and in the 1990s the area served international SFOR units. When the city took over the area, it had to remove ecological burdens, which cost more than 20 million CZK. Over 3,000 soldiers lived in the barracks, which are now falling into disrepair.
