Brno - The representatives of the South Moravian Region today at the last meeting before the elections approved the update of the territorial development principles, which the coalition has been working on throughout the electoral term. The principles are now complete. The preparation of road 43, leading from the D1 highway through Brno and further north, depends on the update. Only after the issuance of the updated land-use plan will the route of this road be established. The road is also intended to go through Brno. Several people protested against this at the assembly, wanting the road to be routed around the city.


45 out of 54 present representatives voted in favor. The governor Bohumil Šimek (ANO) and Brno's mayor Markéta Vaňková (ODS) did not participate in the voting. The only representative against was Jana Drápalová (Greens and Pirates), who also proposed delaying the approval. According to her, one of the problems is that the region does not own the source data on which the hired company based its study for the construction. "We cannot verify in any way that the route through Bystrc is the best option based on expert assessments and not the result of what politicians have been advocating for years," she stated.

The public also pointed out possible procedural errors that could lead to a court overturning the update. Former deputy mayor of Brno Matěj Hollan (Žít Brno) stated as a citizen that the public was not allowed to address the comments. He reminded that the court had previously annulled the update of the Brno land-use plan due to errors.

Opponents agreed that the update involves many errors and do not trust the noise reduction measures to protect them from noisy traffic. "The process of updating did not build on the valid principles from 2016, which defined two corridors of territorial reserves. The territorial study anticipated that the result must be the Bystrc route. Moreover, the region claims that the proposal includes tunnels. However, this is not true. You will not find any tunnels in the drawings," highlighted some points of criticism Petr Firbas.

Deputy governor Martin Maleček (Mayors for South Moravia), who presented the update, assured that the study considers certain sections in Brno to be underground. He added that the noise study was positively evaluated by the Ministry of the Environment and the regional health inspectors. "Critics claim that the implementation of the Bystrc route is 25 billion more expensive than the optimized route through the Boskovice basin. I had it checked, it is more expensive by 4.2 billion," said Maleček.

Firbas added that today's approval by the representatives does not mean the end. "I will fight for the people. I will file a request for review to the regional court," Firbas told ČTK. Hollan also told ČTK that he would take the decision to court.

Road 43 is supposed to disconnect from the D1 near the Bosonohy district and head north through Bystrc, along the dam of the Brno Dam and through the Kníničky district. It will further lead to Kuřim and north to Černá Hora and through the Boskovice basin to Moravská Třebová, where it is expected to connect to the planned D35 highway. The region considered routing the road around or through the city, but the option through Brno won.

The next phase is now up to the Road and Motorway Directorate. "We will include the 43 route in the standard investment preparation. On the other hand, we know that it will be subject to further disputes. Complications, which have accompanied the corridor selection for several years, can be expected to continue. Nevertheless, we believe that the region will defend its procedures. The expected start of construction is in 2025, but everything will depend on the further development of the situation," stated Lucie Trubelíková on behalf of the road authorities.
