Brno - In a tender worth over 400 million for the construction of natural science laboratories of the Central European Institute of Technology (CEITEC) in Brno, there were errors. The Office for Protection of Competition (ÚOHS) returned the contract to the game for companies Průmstav and Zlínstav. ČTK learned this from the web collection of ÚOHS decisions. The authority's decision is final.
According to the chairman of the antimonopoly office, Petr Rafaj, who signed the decision, the Brno University of Technology, which issued the contract, "did not treat all applicants submitting multiple offers equally." According to the authority, the school rejected the offers of both companies without opening them, despite them being submitted within the legally prescribed deadline. According to ÚOHS, this could have influenced the selection of the most suitable offer.
The tender is returning to the phase of evaluating offers. More companies have challenged the contract. For example, Alpine Bau CZ or Hochtief were unsuccessful with their submissions. The school initially selected a consortium of companies OHL ŽS, Unistav, and Imos Brno.
The Central European Institute of Technology is set to be built within three years. It will cost 5.2 billion crowns. The institute will link research in natural sciences and technical fields. It will be used by 600 scientists and more than 1,200 students, as well as Czech and foreign companies.
The entire project consists of multiple contracts. The one currently under review by ÚOHS is one of the largest. It concerns a tender for the construction of natural science laboratories in the area of VUT in Brno under Palackého Hill. The winner is to build a total of three buildings. VUT issued the tender last May.
In addition to Masaryk University and VUT, Mendel University, the University of Veterinary and Pharmaceutical Sciences, the Research Institute of Veterinary Medicine, and the Institute of Materials Physics of the Academy of Sciences are also participating in the establishment of the institute. Brno will thus significantly enhance its visibility on the map of Europe-wide recognized research centers.
