Rožnov pod Radhoštěm - The construction of a Cultural Center in Rožnov pod Radhoštěm in the Vsetín region is being sought by the construction company Taros Nova. The negotiation phase of the tender procedure for the contractor of the cultural center construction ended on August 29, and on that date, the Rožnov company Taros Nova submitted a bid with a price of 230.52 million crowns excluding VAT. This was announced today by the city hall spokesperson Adéla Kousalová. Construction could begin this fall.


"Of the five applicants who submitted preliminary bids in January 2025, four gradually withdrew from the tender procedure between April and August of this year," said Deputy Mayor Markéta Blinková (ODS). "After completing the verification phase of the procedure, we anticipate selecting a contractor and subsequently signing a contract for work. A necessary condition for starting the work is also the approval of the project by the grant provider," the deputy mayor stated. The city received a subsidy of 120 million crowns for the center.

Construction is set to begin in the fall. "Given that the building is mainly composed of prefabricated elements, the first months of construction will be busy primarily in the design offices and manufacturing halls while designing and constructing the building components from which the building will subsequently be assembled," Blinková noted.

The contract includes the construction of the cultural center building, including technical equipment such as heating and air conditioning. "The interior furnishings, including furniture or stage technology, are the subject of separate, subsequent contracts. Thus, in the fall of 2025, preparation for contracts that have not yet been put out to tender will begin, including revisions of those subsequent contracts that have been tendered earlier," the deputy mayor added.

The construction of the cultural center began in the spring of 2022 by the Zlín-based construction company Navláčil. The company disagreed with the city management on changing the subcontractor for the wooden structure. They also pointed out deficiencies in the project documentation and demanded a higher price for the main construction. In the fall of that year, they withdrew from the contract, and the city agreed with the company to terminate the contract.

The city hall then ordered an assessment of the project documentation for the construction of the center from the Brno University of Technology. According to the assessment, there were shortcomings in the documentation. The project author, Archteam design office, stated according to the city leadership that the documentation is without defects, and the requirements raised by the city as defects in the documentation would be incorporated as additions. In April 2023, they submitted the revised documentation. The city then had an expert assessment of the revised project documentation done, and the city found that there were still defects in it.

The city leadership then agreed with Archteam that the author supervision would transition to architect Karel Janča. City councilors last summer approved the announcement of a public tender for the construction of the Cultural Center. Companies had access to the project documentation, which they were to review and finalize. The construction contractor could assess the risks arising from the expert assessments and evaluate what needed to be corrected based on the granted license. The main features of the project, however, are preserved.
