Hradec Králové - Today, one bid was submitted to the city hall for the construction of a footbridge over the Elbe in Hradec Králové. It will now be evaluated by the assessment committee. The city council could discuss the results of the tender by the end of October. This was stated by the city hall spokesperson Kateřina Šmídová. She did not disclose the financial parameters of the bid. The city has been preparing the construction of the footbridge in the area of the Aldis Congress Center since 2003. The current tender, announced on September 2, is the third in a row.

Compared to the previous two competitions, the conditions for the third tender were milder. There was no requirement for the contractor to have experience with the technology of special high-strength concrete, from which the footbridge is to be made.

The estimated cost of the footbridge, for which the city intends to use European subsidies, is approximately 60 million crowns including VAT. The city hall did not set a maximum bid price. If the city hall selects a contractor by the end of this year, construction of the footbridge could start at the beginning of next year. It could be completed in 2021. The city has been preparing the project since 2003.

No one applied for the first tender announced this January. For the second, the city hall eased the competition conditions and hoped that more companies would apply. However, only one interested party applied, offering a price of 122 million crowns. The city then also canceled the second tender.

"Initially, we required applicants to have reference contracts involving elements of (high-strength concrete) UHPC. We ultimately removed this condition, and the only evaluation criterion remains the price," said Deputy Mayor for Investments Jiří Bláha (ODS) earlier.

Due to the delay in the construction of the footbridge, the city faces a penalty of 15.2 million crowns. This is because the city committed to the construction of the footbridge in a contract with Československá obchodní banka (ČSOB), which began building its regional headquarters in the Aldis zone last year. The contract stipulates that if the city fails to complete the footbridge by April 2020, it must return one third of the 45.6 million crowns for which it previously sold land to the bank for the construction of the headquarters. Therefore, the city is negotiating with the bank to extend the deadline through an addendum to the contract.

The footbridge will connect the Aldis area with the city center. In the past, nature conservationists had objections to the footbridge project. The original project included the removal of an oak tree on the embankment, against which conservationists successfully protested. Delays and disputes also accompanied the architectural competition. Ornithologists raised objections to the design of the footbridge, as the proposed structure could interfere with the takeoff paths of birds, especially swans. The project has been modified due to the remarks from ecologists.
