The decision regarding the future use of the former barracks at Zlatý vrch and the adjacent area of Špitálský vrch towards the Skalka dam will be made through the recently announced urban planning-architectural competition. The city decided to initiate this competition after the ten-year blockage, which had previously prevented the commercial use of the extensive site of the former barracks, expired last year. "We chose the option of a two-round competition. In the first round, participants will submit a comprehensive urban solution that will define the idea of the entire area's utilization and establish its basic functional and spatial layout and connection to the existing city infrastructure. A committee composed of representatives from the city and the Czech Chamber of Architects will select the four best proposals. Their authors will then elaborate them into the form of an architectural study, including proposed layouts of solutions, transport, and other technical connections," explained Deputy Mayor Tomáš Linda.
The former barracks are located on highly attractive land on the southern slopes and are also close to the city center. They serve as an entry point to further development areas. While Cheb has so far developed primarily to the south, access through the former barracks will allow the utilization of Špitálský vrch and the land further towards the Skalka dam. "We perceive this entire area as crucial for the further development of the city. Therefore, the study that will emerge from the competition should represent a coherent concept of its future shape," the Deputy Mayor clarified. "The utilization of this area will definitely be gradual, considering its extent. We realize that the foundation is to have a sufficient offer of attractive jobs in Cheb. This is a fundamental prerequisite for the city's further development. One of our main priorities is, therefore, the expansion of the industrial park, which we will begin to implement this autumn. It is precisely the new investors, whom we have been relatively successful in attracting lately, who can offer attractive job opportunities."
Prominent Czech architects have promised to participate in the jury of the urban planning-architectural competition, including Ján Stempel, the head of the Institute for Building Design at the Faculty of Architecture of the Czech Technical University in Prague, and well-known architect and educator Jan Sedlák, a member of the Petr Parléř Society. The jury will be chaired by the representative of the Czech Chamber of Architects, the respected architect Michal Fišer.
According to the new city zoning plan, which is nearing completion, the area is designated for mixed construction. Thus, both family and apartment houses or civic amenities could be built here. "Initially, it is most likely that the former barracks themselves will be utilized. The development of the adjacent areas towards Skalka will also depend on the resolution of their transport connections. Perhaps the boldest plan for the future in this regard is the construction of a new road bridge over the dam, which would connect this development area to the existing road to Pomezí," concluded the Deputy Mayor.
The course of the competition, interim deadlines, and other details are defined by the competition conditions, which are available on the city's website www.cheb.cz or on the website of the Czech Chamber of Architects www.cka.cz. The competition will conclude after the second round with the selection of the highest quality proposal. Prizes and rewards totaling one million crowns will be distributed among the competing entries. At the end of the competition, a public presentation of the proposals will take place, which will be associated with an exhibition and vernissage. Here, the general public will be able to evaluate the contributions of the competition firsthand.

Urban Planning-Architectural Competition in Cheb

The city of Cheb announces an urban planning-architectural competition for the use of the barracks area at Zlatý vrch and the adjacent land parcels at Špitálský vrch. The competition is in two rounds. In the first round, a comprehensive urban design will be created, defining the concept of land use and establishing the basic functional and spatial arrangement of the area and its connection to the existing city infrastructure. Four proposals will advance from the first round to the second round, where part of the Zlatý vrch barracks will be developed into architectural form, including proposed layouts of solutions and transport and other technical connections to the city of Cheb. The boundaries for processing the architectural part will be specified after the first round. Negotiations will begin with the awarded participants without public announcement, based on which the supplier of the project documentation will be chosen.
