Olomouc - The Office for the Representation of the State in Property Matters (ÚZSVM) has announced the fifth electronic auction for the sale of the extensive complex of Hanácké barracks in the center of Olomouc. In this new round of bidding, scheduled for April 17 and 18, the minimum price has been reduced from 249 million to 248 million crowns. CTK received this information today from the ÚZSVM website.
Some time ago, the Olomouc Region, together with the Olomouc city council and Palacký University, expressed interest in the property. However, experts pointed out the poor technical condition of the Hanácké barracks and the high costs of reconstruction. Therefore, the regional council canceled its previous resolution in January, which had opened the way for municipalities and the university to acquire the Hanácké barracks free of charge.
In the previous four electronic auctions, the state has been unsuccessful in finding a buyer for the barracks. In the last round of the auction in 2022, the minimum price of the complex was reduced from 262 million to 249 million crowns. Last year, the Olomouc Region commissioned a building-technical survey, which revealed that the Hanácké barracks building is in very poor technical condition, and its reconstruction would incur significant costs.
"The building cannot do without a complete roof repair, facade restoration, overall replacement of window fittings, and replacement of all internal installations. The recommendation for replacement also applies to connections," states the report for the regional councillors. Experts pointed out that the building requires expensive radon insulation. The operation of the Hanácké barracks would also become more costly, as it would not be possible to use it commercially according to the conditions of the free transfer.
The Olomouc Region wanted to use the Hanácké barracks primarily for science, culture, and education, particularly through the Regional Museum in Olomouc or the Archaeological Center Olomouc. A creative center, social counseling center, material and food assistance center, Family Point branch, and regional volunteer center were also planned to be established in the complex. The city council wanted to relocate some of its departments, which do not have high visitor traffic, into the Hanácké barracks.
The Hanácké barracks were utilized by the army for 170 years and have been empty since 2013. The building has office space of over 2000 square meters. Initially, it was considered that hundreds of employees from state offices, currently located in various places across Olomouc, could move in. However, the Ministry of Defense stated that the use for state officials would be more expensive than selling and potentially building a new administrative headquarters.
The Olomouc Region expressed interest in the Hanácké barracks as early as 2014, wanting to establish museum and library storage or offices there. The regional authority ultimately abandoned the plan at that time. The repair of the monument-protected building will be costly. According to a 2020 estimate, it would cost around 815 million CZK, and the prices of construction work and materials have significantly increased since then.
