Hradec Králové - The new football stadium in Hradec Králové will be designed by the Zlín-based company Centroprojekt Group. As the winner of the tender, the company should prepare complete documentation for zoning proceedings, construction permits, and the execution of the construction for the city at a cost of 4.7 million crowns excluding VAT. This was announced today by the deputy mayor Jindřich Vedlich (TOP 09). Eight entities competed for the contract. The current outdated stadium in Malšovice is home to the second league team FC Hradec Králové.
The company will design an arena with a capacity of 10,000 spectators, while the city is considering construction costs of about 400 million crowns excluding VAT. The stadium is to be built in phases on the site of the existing stadium, and competitive matches will still be played there during the reconstruction. If everything goes smoothly, the actual construction could start in 2017 and last for a year and a half to two years, Vedlich said.
The main criterion for the documentation processor competition was the price, weighted at 60 percent, while the rest of the evaluation depended on the proposed timelines for processing the documentation. One bidder was disqualified from the tender due to an exceptionally low price of 1.68 million crowns. "The estimated price before the competition was approximately five million crowns. The offers ranged from 1.68 to 14.9 million crowns excluding VAT," Vedlich stated.
As the basis for the architect competition for the arena, the city used the feasibility study of the new stadium by architect Tomáš Vymetálek, as well as documents from the previous zoning decision for the stadium construction from 2004.
Simultaneously with the competition for the designer, the city sought a company in another tender to provide supervision of the design work, investor technical supervision services, and to prepare the tender for the construction contractor. In October, the Hradec-based company Smart effect won the contract with a price of 1.2 million crowns excluding VAT. The city wants to ensure, by commissioning a supervisor, that the publically monitored project proceeds without issues.
The main burden of financing the stadium will fall on the city. Originally, the city was supposed to fund the stadium primarily from the sale of land for a shopping center to the company ECE for 259 million crowns. However, ECE withdrew from the project, and the city decided to build the stadium itself.
