The city hall expected fewer objections. However, some objections are duplicates. This was stated in a press release by the city hall spokesperson, Kateřina Rohlíčková. The city will now check, record, and gradually evaluate the objections and submissions. It still anticipates that the new urban plan could be issued in about two years. The city has been working on the urban plan since 2010.


The city hall will try to deal with the objections and comments as soon as possible. Up to eight officials from the city magistrate will be dedicated to preparing the urban plan. "If the evaluation of all submissions does not lead to significant modifications, we could move on to the next phase, which is preparing the urban plan proposal for approval by the city council of Hradec," said the deputy mayor for urban planning, Adam Záruba (Change for Hradec).

However, if the evaluation results indicate the need for substantial modifications, the city hall would have to proceed to another repeated public hearing. This would mean a delay in the preparation of the urban plan. The first public hearing on the draft plan took place in 2016, resulting in several hundred objections and comments that the city had to address.

The deadline for submitting objections ended on August 15, following a repeated public hearing that took place a week earlier. "Given that it was a repeated public hearing, we expected the number of submissions to be somewhat lower. Unfortunately, many objections and comments did not comply with the Administrative Procedure Code, often being inaccurate or incomplete," Záruba stated. People can therefore expect to receive a request to supplement their objections.

According to the city hall, the scope of the received submissions varies significantly in many cases. "Sometimes they are simple comments; in other cases, submissions contain dozens of points that the submitter disputes in the presented modified urban plan," the spokesperson said. An above-average number of objections came from residents of the peripheral districts of Svinary, Malšovice, Pouchov, and Plotiště.

So far, the city has been following the urban plan from 2000, which was designed for a ten-year period. The adoption of a new urban plan is among the priorities of the current city council coalition led by the Hradec Democratic Club and ODS.

According to the city hall, the new urban plan should create conditions for the development of transportation and technical infrastructure as well as civic amenities and take into account the protection of nature and the landscape. The proposal, created by the authorship association Tomáš Vymetálek Architects and architect Patrik Kotas, builds upon the current circular foundation of the city established by the plan of Josef Gočár from the first half of the 20th century. The development axis is seen to the west towards the Kukleny area heading towards the D11 motorway.
