Hradec Králové - The competition for the conceptual design of the new master plan for Hradec Králové was won by the solution of architects Tomáš Vymetálek and Patrik Kotas. The expert jury selected them from proposals submitted by 19 teams of architects from both the Czech Republic and abroad. CTK was informed today by city hall spokesman Václav Svoboda. The master plan is a fundamental document for the city’s development, and the idea was to establish possible directions for its development until 2050. So far, the city and investors have been following the master plan from 2000.
    According to architect and jury member Vladimíra Šilhánková, the winning idea of Vymetálek and Kotas sensitively develops the current circular arrangement of the city established by Josef Gočár's plan from the first half of the 20th century. "The development axis is envisioned to the west towards the Kukleny area, heading towards the D11 motorway," she said. The plan also addresses the currently insufficient transport connection between the center and Kukleny. According to Šilhánková, the proposal also respects the existing green spaces in the city.
    The jury's conclusions will be reviewed next week by the city council and municipal assembly, which must approve the final ranking of the proposals. "We will follow the competition for the conceptual design with what is known as 'negotiated procedure without publication' according to the public procurement law. From this, the developer of the actual master plan will emerge," stated deputy mayor Josef Malíř. The new master plan could then come into effect from 2015.
    In second place in the master plan competition were architects Pavel Zadrobílek, Vladimír Šolc, and Maxmilián Vlček. The third position was taken by the MOBA studio of architects Yvette Vašourková and Igor Kovačević. The city awarded a prize of 2.9 million crowns for first place, 1.74 million crowns for second place, and 1.16 million crowns for third place. The costs for the development of the actual master plan are estimated at 20 million crowns.
    According to the current building law from 2006, every city in the Czech Republic must have a new master plan developed by the end of 2015 or must conduct a revision of the current one. Hradec has opted to create a new plan, the development of which began with the conceptual competition.
