Ostrava – The highest building authority (NSÚ), whose establishment is part of the new construction law approved by the Chamber of Deputies, will have around 400 employees. Most of them will operate at the NSÚ headquarters in Ostrava. However, it is still unknown where exactly in Ostrava the office will be located; the city authorities have identified several options. This was stated today in Ostrava by the Minister for Regional Development Klára Dostálová and the mayor of Ostrava Tomáš Macura (both ANO).


The new construction law aims to accelerate and simplify construction proceedings. The Ministry for Regional Development (MMR) hopes that it will ensure adherence to the set deadlines. All construction authorities will come under the state, falling under the NSÚ and organized similarly to financial offices. Part of the opposition criticizes this. The law will still be discussed by the Senate.

"We expect, because the law is written in such a way that we simplify processes and eliminate bureaucratic elements, that the agenda will be reduced by 40 percent compared to the current state," said the minister. The NSÚ will lead a unified methodology and ensure uniform digitalization. "You will never again find yourself as a builder with different conditions in the Pardubice Region and different ones in the Moravian-Silesian Region. At the same time, you will never find that the building authority will fail to meet deadlines toward you as a builder," Dostálová said.

According to her, between 5,000 and 6,000 people could transition from the current building authorities to the state administration, with over 13,000 currently employed. "We expect that the highest building authority will have around 400 people. Of course, some of them will definitely need to be in Prague for communication with ministries, but a larger portion will be right here in Ostrava," said the minister.

She mentioned that the mayor has identified several locations for the NSÚ headquarters, but no specific site has been chosen yet. Ostrava now needs detailed information from the ministry about the office's needs.

“I have the ambition for us to prioritize occupying some places that currently have no use,” Macura said. According to him, it could be a facility similar to the building of the Faculty of Economics of the VSB-Technical University of Ostrava in the city center. Two years ago, the university decided to relocate the faculty to a new building that will be constructed on the university campus in the Poruba district.
