Brno - The councilors of the South Moravian Region want to sell land on which the Chinese company Risesun plans to build a spa complex for more than one billion crowns. The estimated price of the land is approximately 350 million. Martin Itterheim, the chairman of the board of the company Thermal Pasohlávky, which was established by the region and the municipality, said this to ČTK today. As the owner of the land, the company is negotiating with the Chinese side; the sale would bring money for its obligations and investments. However, the future owner must guarantee the establishment of the spa complex.
The discussion about building the spa has been ongoing for many years. Therefore, the region, along with Pasohlávky, established Thermal Pasohlávky, which built the necessary infrastructure at the site. The plan to sell to a private investor through a public tender must be approved by the councils of both the region and the municipality, which will discuss it in January.
The region considered two options: creating a joint venture with the Chinese company Risesun and subsequently building the spa, or selling the land to a potential investor. The councilors see the sale as a way to immediately increase the value of the land. "The council unanimously agreed on the option of a direct sale, as it is less administratively and time-consuming for the region than establishing a joint venture with a private investor," said governor Bohumil Šimek (ANO).
According to him, a condition of the transaction is to ensure sufficient guarantees from the future landowner that they will realize the construction and operation of the spa resort in accordance with the valid zoning plan, the prepared spatial study, and the submitted project proposal. "Therefore, conditions have been proposed under which the intention to sell the land will be announced and which potential interested parties, including the company RiseSun, must respect," Šimek added.
According to Itterheim, the company Risesun collaborated on preparing the project proposal and wants to build the spa in the planned form. It is also ready to submit an offer in the case of a land sale.
The governor's deputy Taťána Malá (ANO) said that the sale would create an opportunity for Thermal Pasohlávky to quickly obtain funds. "It can settle the company's obligations, but at the same time invest, for example, in a specialized therapeutic spa institution, for which the region is currently seeking financial resources," Malá stated. The region also wants to build the treatment institute in Pasohlávky for about 200 million, which will offer 160 beds.
