Prague - Building a family house, garage, or renovating the interior of a house will be easier from January. After many years of preparation, a new building law will come into effect, expanding the number of minor constructions that will only require notification to the building authority instead of a building permit. For many smaller constructions, even notification will no longer be necessary. There will also be less administration for larger constructions.

The new law is considered revolutionary by builders compared to the current legal state. "The positive aspect is mainly the simplification of bureaucracy for small builders," said, for example, the General Director of Skanska CZ, Zdeněk Burda.
Notification to the building authority will now be sufficient for a single-family home up to 150 m² and 3 above-ground floors. Renovation of the interior of a family house that does not affect load-bearing walls can be done without notification. For a non-basement garage up to 25 square meters, only a zoning approval will be sufficient, as stated by the spokesperson of the Ministry of Regional Development, Jana Víšková.
Notification is a submission by which the builder informs the building authority of their intention to perform a certain construction. However, it will still be necessary to provide the building authority with construction documentation, ensure professional supervision of construction, and inform neighbors. Inspections of construction work are expected to be more intensive. A fine of up to 200,000 crowns may be imposed for "illegal" construction that requires notification.
Most builders will find building authorities in the same locations as now from January. However, municipalities with basic powers will not be able to exercise the powers of building authorities, which has been criticized by the Association of Towns and Municipalities. When asked if the building authorities are prepared for the new rules, Víšková replied that seminars for these authorities were held in the fall with about 2,500 participants.
Improvements are also expected for large constructions. "If the state administration has the courage to use the new law, it will significantly reduce the possibility of blocking constructions through endless appeals from their opponents, and legal disputes will be resolved only once," pointed out the spokesperson of Metrostav, František Polák.
The new building law replaces a regulation from the mid-60s. It was published in the Collection of Laws in May, will take effect on January 1, 2007, and is expected to be in force for many decades to come.
