Prague - Prague will send the Ministry of Regional Development (MMR) a new version of the Prague Building Regulations (PSP) this afternoon. Prague councilors decided today to send them to the ministry. The new version of the building regulations was commissioned by Mayor Adriana Krnáčová (ANO), and initially, her deputy Matěj Stropnický (SZ) was responsible for it, but she took that responsibility away from him. This sparked a crisis in the Prague coalition of ANO, ČSSD, and the Three-Coalition (SZ, KDU-ČSL, and STAN). “I consider building regulations to be one of the three key elements for the regulation of construction and the natural development of the capital city,” stated Krnáčová. According to her, the proposed text removes significant shortcomings that the ministry pointed out to the city, such as poorly addressed requirements for sunlight and lighting and the lack of notification to the European Commission. The PSP presented by Krnáčová was approved by the council at the beginning of August, and until August 31, the town halls, municipal departments, and professional chambers had time to submit comments. “A total of 69 submissions were delivered within the specified period, containing a total of 2202 comments. Of the total number of comments, 805 were marked as fundamental,” the document states. The city aims to achieve compliance with the ministry's opinion by October 23. Prague intends to send the regulations for notification to the European Commission on October 26. Deputy Stropnický said at today’s conference of project company directors, held concurrently with the For Arch fair, that the city would send the new regulations to MMR later in the afternoon. “We hope that MMR will not use the entire period and will allow us to send the regulations to the EC for notification as soon as possible,” he stated. Any partial comments from the ministry can, according to him, be incorporated into the PSP. MMR has so far chosen not to comment on the building regulations. “First, we need to familiarize ourselves thoroughly with what Prague sends us. We will then deduce whether it has met the conditions that MMR set when the validity of the PSP was suspended in January,” stated Jan Blecha, deputy minister for public investments. Disputes over the regulations led to a rift in the municipal coalition, and ANO and ČSSD called on the Three-Coalition to dismiss Stropnický. They refused. The Pirates' parliamentary club subsequently claimed that the PSP did not originate in the mayor's office, as Krnáčová asserted. The mayor denied this and stated that her version is based on the original wording prepared by former mayor Tomáš Hudeček, which the ministry suspended in January. The building regulations, which are a regulatory directive for the construction law, generally define the requirements for land use and technical requirements for buildings. The effectiveness of the original building regulations was suspended by the Ministry of Regional Development for 15 months in January. Prague has had its own building regulations as the only city in the country for more than 100 years.
