Brno - A four-story building with apartments and shops, for which the construction caused a dispute between the coalition and the opposition in the largest city district of Brno-Center, is likely to be built. This will happen despite the fact that the previous leadership of the city district exceeded its authority by approving the project, according to the city's legal advisors. Therefore, the contract with the construction investor will most likely be amended, said Oliver Pospíšil, the Deputy Mayor (ČSSD) to ČTK today.
    The complex is set to rise near the historical core of Brno in náměstí Míru, which is the central space of the villa Masaryk quarter. The project of the former leadership of the city district was sharply criticized by the opposition Greens. They were particularly displeased that the city hall leased nearly half a hectare of land for construction to Wilson Property for 15 years for one crown per square meter per year, with the condition that after the completion of the complex, it would receive a plot seven times smaller in the vicinity in return.
    City lawyers have now found that the city district made mistakes when closing contracts. For example, it violated the statute of the city of Brno as well as an agreement between Brno and the army that the land, which previously belonged to it, would be used non-commercially. In addition, according to Deputy Pospíšil, there are suspicions that the city district provides a private investor with public support that exceeds the limits tolerated by the European Union.
    "The contract is de facto not effective," Pospíšil said. However, its termination by Brno is unlikely for two reasons. The leadership of Brno is fond of the plan to build a multifunctional building on the site of the former military complex, and the project is also in line with the urban plan. Furthermore, it would be difficult for the city district of Brno-Center to terminate the contracts because it would have to compensate the investor for damages.
