Brno - The commission for selecting the author of the study for the reconstruction of the Brno railway junction proposed to exclude one of the applicants. According to the newspaper Mladá fronta Dnes (MfD), this concerns the company Helika, which submitted the lowest bid. The company has filed an objection, so it is unclear whether the deadline for completing the study can be met. The document is supposed to resolve the dispute about the location of the train station, and thus it was expected to be completed before the referendum on the location of the station. "Three applicants are vying for the contract, the commission proposed exclusion due to failure to meet the conditions of the public procurement law. The company has filed objections in a timely manner, which will have to be decided upon," Ptačinský stated. According to MfD, the reason for exclusion is the missing extract from the criminal record. Helika, which is part of the German group Obermeyer, initially sent extracts from the records of board members as part of the bid, but after submitting the offer, one member was replaced, and Helika did not send the new extract to SŽDC. Complications in the tender jeopardize the completion deadline for the study, which was expected around the middle of next year. It was assumed that the study would be completed before the Brno referendum on the location of the station, which will be held together with the regional elections in the fall of 2016. "We had counted on a time buffer, but the deadline may be at risk because unsuccessful applicants may use further legal avenues," Ptačinský stated. The feasibility study should definitively untangle the dispute over the location of the new Brno train station. In addition to the relocated option, there is also the station under Petrov, roughly in the area known as the Little America. Studies developed so far have shown that the station can be retained in the center. Previous coalitions advocated for the station to be in a relocated position, while the current city leadership does not favor any of the options and is waiting for a study that will assess all possible aspects of building the station in both scenarios. If the commission does indeed exclude Helika, the winning applicant would be a consortium of companies Sudop Brno, AF City Plan, and Moravia Consult. Sudop is the author of the study for the relocated station to the site of the existing Lower Goods Station. SŽDC set the price for the competition at 18 million crowns, and the price offers of individual applicants were not disclosed.
